Statutory Authority
§§ 24-117-101 - 24-117-113 C.R.S.
The BUILD (Building Urgent Infrastructure and Leveraging Dollars) Authority is a special-purpose entity created to finance critical infrastructure projects in Colorado. BUILD’s mission is to meet urgent infrastructure needs, create jobs, promote economic development, and protect the environment.
Colorado SB25-081 established BUILD and was sponsored by Senator Jeff Bridges, Senator Judy Amabile, Representative Shannon Bird, and Representative Emily Sirota. A 13-member board, chaired by the State Treasurer, directs the authority. BUILD’s powers include, but are not limited to: issuing tax-exempt bonds, originating loans or awarding grants to support eligible projects, engaging with and mobilizing public and private capital, and entering into partnerships.
The Authority is guided by a 13-member Board, chaired by the State Treasurer and composed of representatives from state governments, local government, organized labor, finance, and the private sector.
BUILD will support projects related to development, construction, repair, improvement, operation, maintenance, decommissioning, or ownership of:
- Transportation infrastructure
- Transportation infrastructure and transit-oriented communities
- Cunty courthouse facilities
- Utility infrastructure
- Renewable energy infrastructure
- Recycling infrastructure
- Energy efficiency infrastructure
- Education facilities
- Water infrastructure
- Information technology capital construction, such as broadband
- Affordable and accessible housing
- Digital, social, or other infrastructure related to economic development
