The Investment Division of the Treasury is responsible for managing the state’s money in fixed-income investment portfolios with a focus on safety, liquidity, and long-term yield. The investment decisions we make are backed by advanced data tools and independent research.

Each portfolio follows a clear investment policy detailing goals, risk levels, and liquidity needs. These policies — based on constitutional and legal guidelines — ensure responsible and transparent handling of public funds.

Treasurer’s Pooled Funds (TPOOL)

A pooled investment fund that maximizes state investment opportunities. Most state funds, including the General Fund, are held in TPOOL.

Public School Permanent Fund (PSPF)

Unclaimed Property Tourism Promotion Trust Fund (UPTPTF)

A fund that invests proceeds from unclaimed property sales with interest earnings supporting agriculture, tourism, and the Colorado State Fair.
