Our motto is that smart investing makes Colorado stronger. The Investment Division of the Treasury is responsible for managing the state’s money in fixed-income investment portfolios with a focus on safety, liquidity, and long-term yield. The investment decisions we make are backed by advanced data tools and independent research.

Each portfolio follows a clear investment policy detailing goals, risk levels, and liquidity needs. These policies — based on constitutional and legal guidelines — ensure responsible and transparent handling of public funds.

Treasurer’s Pooled Funds (TPOOL)

A pooled investment fund that maximizes state investment opportunities. Most state funds, including the General Fund, are held in TPOOL.

Public School Permanent Fund (PSPF)

A constitutionally protected trust that supports Colorado’s public education system. A board of experts carefully manages the fund to preserve principal and grow income for future generations.

Unclaimed Property Tourism Promotion Trust Fund (UPTPTF)

A fund that invests proceeds from unclaimed property sales with interest earnings supporting agriculture, tourism, and the Colorado State Fair.
