Legislative Reports

The Colorado Department of the Treasury produces a variety of reports that are submitted to the Colorado General Assembly on an annual basis. In addition to these annual reports, the Colorado Department of the Treasury may also produce other reports and publications throughout the year, as needed, to address specific issues or requests from the legislature or other stakeholders.

Department Budget and Regulatory Agenda 

The Department submits a state budget request and regulatory agenda that outlines expected rule changes each year.

SMART Act 

The State Measurement for Accountable, Responsive, and Transparent Government (SMART) Act formalizes the performance management system in Colorado. Requirements include: 

• Department Performance Plan that outlines strategic and operational priorities 
• Annual Performance Report, a summary of the department's performance plan and progress towards strategic and operational goals
• SMART Act Hearings, a presentation of the Treasury performance plan, regulatory and legislative agenda, and budget requests before the Joint Finance Committee.

State Institutions of Higher Education Annual Report 

Each year, the Department submits a report addressing the fiscal health of Colorado higher education institutions relating to outstanding debt and debt service costs. The report shows which institutions qualify for pre-approval to participate in the State of Colorado’s intercept program.

Division Reports

The Department also prepares legislative reports tracking the progress of Treasury Divisions.
