State and local governments often borrow money from the private sector to fund large capital projects. These projects are paid back over time with interest. Colorado is considered a low-debt state because it borrows comparatively little money.
Debt-financed capital projects can be economical if the costs associated with waiting to build exceed the interest rate. There are multiple ways for state and local governments to borrow money:
- General Obligation Bonds: These bonds are guaranteed by the taxing authority of the government and require voter approval.
- Tax or Revenue Anticipation Notes: These are repaid from a specified revenue source and usually within the same fiscal year. Multi-year repayment requires voter approval.
- Certificates of Participation: This lease-financing mechanism allows the government to make regular lease payments for an asset and take ownership after a specified period.
Governments can also use debt financing for obligations other than capital construction, such as student loan payments or employee benefit liabilities.

Security Token Offerings State Capital Financing Feasibility Study
The Colorado State Treasurer conducted a feasibility study on using blockchain technology and Security Tokens in response to Senate Bill 22-025. The State of Colorado has retained independent registered municipal advisors ("Advisors") to provide advice related to the issuance of municipal securities and municipal financial products. The State will seek and consider the advice of its Advisors; however, the State is not obligated to follow their advice.
