Colorado Completes Successful Fourth and Final Sale of Colorado Rural COP’s; Raises Over $2 Billion for Transportation Projects Across Colorado
Denver, Colorado: TODAY, the Colorado Department of the Treasury completed the sale of $500 million in certificates of participation. This is the fourth and final tranche of the Senate Bill 17-267 Rural Colorado Certificates of Participation (COPs), which has now raised a grand total of over $2 billion for transportation projects across Colorado.
“Creating well-paying jobs across the state, these projects have had a transformational change in the lives of farmers, ranchers, workers, and families across Colorado,” Colorado State Treasurer Dave Young stated. “These infrastructure improvements are the economic engine of our state, easing commutes, making it easier to visit parts of our beautiful state, and allowing Colorado products to reach far and wide across the country.”
SB17-267 helped fund 129 projects across the state, paving miles of rural roads, adding billions of dollars into local communities and economies across the state, creating local jobs, and easing traffic congestion points.
These funds have supported a 50 percent increase in the improvement of rural roads, allowing the Colorado Department of Transportation (CDOT) to construct more than 41 percent of their 10 year plan in its first three years, and expand main streets programs that support local communities and their economies.
The COPs have been the principal funding source behind CDOTs progress on their 10 year plan for capital construction.
FINAL TRANCHE
For this tranche, the state borrowed $500 million with a premium of over $126.8 million for a total of $624.425 million to be spent on transportation projects across the state.
“These funds enable us to provide our communities with the financial support they need to complete their most pressing infrastructure projects,” said State Treasurer Dave Young. “Our rural communities across the state are the veins of Colorado — they fuel our agriculture, outdoor recreation, energy, and history. With a strong infrastructure system, we can provide a sustainable future in every corner of the state.”
The lease-purchase agreements have been issued in increments of $500 million in FYs 19, 20, 21, and now 22. Proceeds will fund state strategic transportation projects that are designated for priority funding on CDOT’s program project list, with at least 25% of such proceeds being expended to fund projects that are located in rural counties. At least 10% of such proceeds must be expended for transit purposes or for transit-related capital improvements.
For the financing, Hilltop Securities, Inc. served as financial advisor to the Department of Treasury and Stifel served as municipal advisor for the Colorado Department of Transportation. Underwriters were UBS Financial Services, Morgan Stanley, RBC Capital Markets, Estrada Hinojosa & CO, Piper Sandler & CO, Mischler Financial Group, and American Veterans Group.
REVITALIZING MAIN STREETS PROGRAM
To help bring communities back from the economic challenges of COVID, CDOT expanded its Revitalizing Main Streets program to expand active transportation and improve quality of place in downtowns large and small across the state, including facilitating safe outdoor commerce. In 2021 alone, the department awarded 81 small grants worth about $8.1 million and 16 larger grants worth about $22 million across Colorado for projects such as sidewalk improvements, street enhancements to allow for outdoor dining, outdoor lighting, safer accessibility for all modes of transportation and micro-mobility support programs like e-bikes.
